New Delhi, 12 March -- Union Minister of Culture Gajendra Singh Shekhawat today said the damage caused to rare manuscripts and Sikh literature at Sikh Reference Library in Sri Harmandir Sahib during Operation Bluestar in 1984 was an ‘unfortunate’ incident. He said the Union government will explore the possibility of the restoration of the damaged Sikh literature at the historical Sikh Reference Library in Amritsar with the cutting-edge digital tools and AI innovations under the ‘Gyan Bharatam Mission’ that aims to preserve, digitise and disseminate India’s manuscript heritage.

The Union Minister Shekhawat said this Rajya Sabha in reply to a question asked by Member of Parliament Satnam Singh Sandhu during the on-going Budget Session of Parliament.

Rising the issue of the restorations of Sikh Reference Library in Sri Harmandir Sahib, Amritsar during ‘Question Hour’, MP Satnam Singh Sandhu said this Sikh Reference Library was established in 1946 in the Golden Temple complex in Amritsar and it had 20,000 rare manuscripts, including the handwritten Guru Granth Sahib and literature related to the entire Sikh history starting from Guru Nanak Dev Ji.

“But when Operation Blue Star was carried out in 1984, Darbar Sahib was attacked and the Akal Takht was reduced to a rubble, the Sikh Reference Library was burned. This happened just like our history was burned in Takshashila and Nalanda University, Sikh history was burned there, and the sacred Guru Granth Sahib was burned,” MP Sandhu said in a supplementary question to Union Minister of Culture Gajendra Singh Shekhawat on ‘National Mission on Libraries’. He demanded restoration of manuscripts and Sikh literature under the Digital Recovery Project with modern AI techniques and multispectral imaging.

In his reply to MP Sandhu’s queston, Union Minister of Culture Gajendra Singh Shekhawat said, “Due to any natural disaster, man-made disaster, and the unfortunate incident that occurred during Operation Blue Star, such assets were reduced to ashes and damaged. Certainly, considering all these challenges, India's historical heritage, which our ancestors had created over thousands of years based on their wisdom, knowledge, and experience, has been destroyed,”.

Shekhawat said under the Gyan Bharatam Mission, which has been launched by the Union government, led by Prime Minister Narendra Modi, to conserve India’s manuscript heritage by preserving, enhancing and making it permanent and everlasting by making use of available latest technologies. He said under this Mission, manuscripts will also be digitized, improved and recreated holistically if possible.

Terming the MP Sandhu’s question on restoration of damaged rare manuscripts at Sikh Reference Library Amritsar as ‘very relevant’, the Union Minister said, “Certainly this is very important and in the coming times, by discussing this issue with the honourable member (M Satnam Singh Sandhu), we will discuss how we can move forward on this issue and how we can take this forward,”.

MP Satnam Singh Sandhu has earlier also raised the issue of Sikh manuscripts and handwritten holy Saroops and Birs missing from the Sikh Reference Library in Sri Harmandir Sahib, Amritsar since Operation Bluestar in January 1984.

Raising the issue in the House through ‘Special Mention’ during the Winter Session of Parliament in December 2024, Sandhu had said the Sikh Reference Library had a vast religious and literary treasure including rare writings and Sikh literature written by Sikh Gurus, saints and devotees, handwritten copies of Sri Guru Granth Sahib Ji, which were damaged or confiscated during the attack by the security agencies.

The Rajya Sabha Member had said according to the media reports and the SGPC, the library had 12,613 rare books and 512 manuscripts. He said since 1984, major Sikh bodies, including the SGPC, have been raising this issue, but confusion still persists.

Introducing The National Ranking and Accreditation Authority for Higher Educational Institutions Bill, 2025 in Rajya Sabha, MP Sandhu said, “India's aspiration to emerge as a global knowledge superpower by 2047 necessitates the creation of a credible, transparent, and statutory framework for evaluating the performance and potential of its higher educational institutions. This Bill proposes the establishment of a National Ranking and Accreditation Authority (NRAA) which will align mechanisms like the National Institutional Ranking Framework (NIRF) with international benchmarking standards such as QS World Rankings or Times Higher Education (THE), making Indian institutions competitive on the global stage. As an independent, statutory body under the aegis of the Ministry of Education, NRAA will serve as the single-point national authority for ranking, accrediting, and benchmarking all higher educational institutions across India,”.

Sandhu further said the proposed Authority will be empowered to develop a multi-dimensional, outcome-oriented ranking framework, incorporating parameters such as academic excellence, research output, industry linkages, employability of graduates, inclusivity, governance, innovation, and societal impact. “The NRAA will also work in close collaboration with global ranking agencies, enabling Indian institutions to leapfrog onto international ranking platforms. Customizable ranking outputs, allowing stakeholders such as students, employers, and policymakers to prioritize different metrics, will make the rankings dynamic, inclusive, and user-responsive. This will directly contribute to evidence-based policy reforms, performance-linked funding mechanisms, and student-centric decision-making, in line with the transformative vision of the National Education Policy (NEP) 2020,” he said.

Sandhu further said, “In a time when global academic capital is increasingly mobile and competitive, the absence of a robust, data-driven, and outcome-aligned national ranking authority has become a critical policy gap. By filling this vacuum, the present Bill seeks to elevate India's global academic reputation, empower students with accurate information, hold institutions accountable and incentivize excellence across the public and private spectrum of higher education,”.

MP Sandhu utilised the opportunity to maximum cap and touched the upper limit by introducing three pro-people Bills in a session. It is pertinent to note that the upper limit of Private Members' Bills that are admitted in a session is three. More importantly, the national average of private member Bills introduced by an MP is 0.4.

Yet, despite its vast size, influence, and goodwill, India currently lacks a structured national framework to map, coordinate, and mobilise the skills, expertise, and institutional capital of its global Indian community which includes Google CEO Sundar Pichai, Microsoft CEO Satya Nadellal and World Bank president Ajay Banga for the country's developmental priorities and realise the vision of a Viksit Bharat by 2047,”.

“This Bill seeks to fill that policy void by establishing the Indian Diaspora Skills and Talent Authority to identify, register, and engage diaspora professionals across countries and sectors through a centralized digital Skill Bank, structured programs, and institutional partnerships. The Authority will also be empowered to facilitate return migration incentives for high-skill professionals, issue diaspora bonds for infrastructure and innovation financing, and launch fellowships, sabbaticals, and mentorship schemes that foster sustained engagement. These interventions shall be aligned with India's long-term national missions such as Viksit Bharat @2047, Make in India, Digital India, and Atmanirbhar Bharat, thereby contributing directly to economic growth, skill transfer, technology absorption, and global competitiveness”.

“This bill draws inspiration from global best practices and seeks to do some new innovations in harnessing the diaspora talent pool. Several states in India (e.g., Kerala, Gujarat, Punjab) have shown localised success in engaging their diaspora, but a national platform is essential to scale these efforts and avoid fragmentation. In an era of brain circulation rather than brain drain, the Indian diaspora is no longer just a sentimental asset but a strategic force multiplier for India's rise as a global knowledge power, economic powerhouse, and diplomatic leader. Harnessing their expertise systematically and ethically is no longer optional, it is imperative,” he said.

Introducing the Kisan Jeevan Suraksha evam Durghatna Pratipurti Vidheyak, 2025 in Rajya Sabha, MP Sandhu said, “Agriculture remains the primary occupation for nearly 46% of India's population, yet it continues to be one of the most hazardous professions as every year 10,000 to 15,000 fatalities and tens of thousands of non-fatal injuries occur during agricultural activities including manual harvesting, pesticide spraying, operation of heavy machinery, working with animals, and exposure to environmental risks such as extreme heat or flooding. These accidents not only result in tragic human loss but also often plunge already vulnerable rural families into cycles of poverty, indebtedness, and social insecurity,”.

He said despite the existence of government initiatives such as the Pradhan Mantri Fasal Bima Yojana (PMFBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY), these schemes either focus on crop loss or provide minimal generic accident coverage and do not adequately address occupational risks unique to farming. Moreover, participation in these schemes is largely voluntary and suffers from issues of awareness, access, and affordability, particularly for small and marginal farmers, he said.

“The absence of a dedicated institutional mechanism for compensating agricultural injuries and fatalities constitutes a glaring gap in India's rural social protection architecture. This Bill seeks to address that gap by establishing a National Agricultural Risk Insurance Authority (NARIA), which is a statutory, autonomous body tasked with designing, implementing, and overseeing a comprehensive, affordable, and mandatory accident insurance scheme for farmers and agricultural workers. The scheme proposed under this legislation ensures compensation of Rs 25 lakh in the event of death, Rs 10 lakh for permanent disability, and Rs 1 to Rs 2 lakh for partial disability, to the affected individual or their nominated family member. The Bill mandates universal coverage for all registered agricultural workers and farmers, with the premium subsidized jointly by the Central government (60%) and State governments (40%). Premium waivers may also be extended to small and marginal farmers, women-headed households, and those in climate-vulnerable regions. This Authority will also institutionalise farmer safety education, first-aid training, and risk awareness programs. This Bill aligns with the vision of Doubling Farmers' Income, the objectives of Atmanirbhar Bharat, and the constitutional mandates under Article 21 (Right to Life), Article 41 (Right to Work and Public Assistance), and Article 47 (Duty of the State to raise the level of nutrition and standard of living and to improve public health). It also supports India's commitments to the Sustainable Development Goals,” Sandhu said.

Replying to the question, the Minister of State in the Ministry of External Affairs, Sh. Pabitra Margherita, stated that the Indian Council for Cultural Relations supplies busts and statues of Indian leaders for overseas installation based on recommendations from Indian Missions, Consulates, civil society groups, and diaspora organisations. These proposals are assessed by the Ministry of External Affairs and funds are allocated accordingly. The Government remains open to considering proposals for commemorating prominent freedom fighters abroad and encourages collaboration with the Indian diaspora to establish memorials and promote awareness of India’s freedom struggle internationally.

Replying to the question, the Minister of Cooperation, Sh. Amit Shah, stated that the Tribhuvan Sahkari University has been established by converting the Institute of Rural Management Anand into a national-level cooperative university through an Act of Parliament in April 2025. The University became operational immediately and commenced academic activities in the 2025–26 academic year. Three MBA programmes in Cooperative Management, Cooperative Banking and Finance, and Agribusiness Management have been launched, with over 50 additional courses identified. The University will affiliate institutions nationwide and collaborate with State cooperatives and international bodies to professionalise the cooperative sector.
